Yes. The photo is decoded and written in this tab. We do not upload it for these tools.
PNG and BMP are lossless, so those come out pixel for pixel. JPG and WebP are re-encoded, and the quality level decides how visible that is. Going from a lossy original to PNG cannot restore what the first encoder threw away.
JPEG, PNG and WebP go in; JPG, PNG, WebP, BMP and ICO come out. ICO is capped at 256 pixels because that is what icons are. HEIC, TIFF, SVG and animated files are not handled here.
Yes. 30MB, and the long edge is capped at 8192 pixels so the browser does not run out of memory.
